I Am the Weapon (formerly titled Boy Nobody) by Allen Zadoff

At the age of 12, Boy Nobody's parents were killed and he was given the choice to be killed, too, or be trained as an assassin for The Program, an organization whose mission is to kill those who are deemed a threat to the government.  He becomes an assassin who always follows orders until at 16 he is given a mission to kill the likeable mayor of New York City.  As he meets the mayor's beautiful daughter and the mission becomes hurried and complicated, for the first time he begins to question what he does and who he works for.  This is a good thriller!
